It cages the monsters with the most life near you that aren’t caged yet, elites and uniques too.
A caged monster can’t walk, swing, shoot or cast, as Diablo II’s bone walls catch its missiles. A caged act boss can’t walk or swing, but still shoots and casts.
It deals no damage, so gear’s +skills raise how many it cages and for how long.

Pen — It cages up to 8 monsters of the nearest pack, each in its own prison, for half as long.
Crushing — As a cage crumbles, the monster still inside takes a level 1 Bone Spear hit. Cages hold 30% less time.
Bulwark — Bone walls ring you for 2 seconds instead once a monster comes near, and no monster can come through them.
